Under the direction of the Pipeline Repair Lead / Utilities Maintenance Superintendent, performs duties necessary to support the Maintenance Division installing, maintaining, repairing and/or modifying water pipelines, mains, wells, flush boxes, meters and hydrants; and wastewater pipelines, mains and manholes.


  1. Responsible for the correct, safe and efficient locating of underground utilities including: City fiber, water lines, sewer lines, meters, fire hydrants and cleanouts. Taking time to thoroughly search for underground utilities in an area, properly marking the location, completing the necessary paperwork and photographing each locate. Work outdoors in all types of weather conditions and use a company provided electronic device to document and close all tickets in a 48-hour turnaround time or otherwise agreed on for all locates, which means we generally work the day after holidays and some weekends, as needed.
  2. Performs duties necessary to support the Maintenance Division installing, maintaining, repairing and/or modifying wastewater pipelines, mains, systems, and manholes. Duties include, but are not limited to, video inspection and recording of lines; line flushing; line installation; maintenance and repair. Document hydrant maintenance program, including flow testing, repair, painting, grounds and general maintenance.
  3. Performs heavy equipment operation in a safe and efficient manner. Document valve exercising program. Administer capacity, management, operations and maintenance (CMOM) including mapping and television of gravity sewer lines. This position requires the employee to be on-call after hours for emergencies.
  4. Must develop a knowledge and understanding of the underground facilities infrastructure, and mark areas with paint and/or flags to prevent damage to utility infrastructure.
  5. Responsible for reading and interpreting utility maps, as-builts, managing locate work orders, documenting and sketching placement of markings for work orders, and use utility locating equipment to accurately mark the location of the underground facilities.
  6. Responsible for daily communications and interactions with contractors, excavators, and other utilities.
  7. Performs additional duties as assigned.


  • Required knowledge and experience is normally obtained through the completion of a curriculum resulting in either a High School Diploma or GED, and one (1) to three (3) year works related experience in Construction of underground utilities, Plumbing, Pipeline Repair and Maintenance or related field is required, including testing and clearance requirements; or an equivalent combination of education, training and experience.
  • Considerable knowledge of principles and practices related to the delivery of potable water supply through a community distribution system. Extensive knowledge of local state and federal requirements as they pertain to water distribution. Considerable knowledge of the operation characteristics and maintenance requirement of the equipment facilities within the Division. Must be physically capable to perform essential functions as required.
  • Water Distribution Operator license and Wastewater Collections certification required.
  • Must exhibit attention to detail, accuracy, and safety.
  • Must be able to communicate and present oneself in a professional manner.
  • Must be able to understand and comprehend technical instructions and manuals.
  • Must have computer skills with word processing and spreadsheets.
  • Ability to read, interpret and understand schematics, blue prints and mechanical drawings/renderings.
  • Ability to understand and follow written or verbal instructions and/or directions.
  • Ability to read, write and keep logbooks, inventory records, logbooks, purchase orders and work requests.
  • Ability to establish and maintain effective working and professional relationships with City employees and officials, and the general public.
  • Ability to work under high demands, short time constraints, and pressure of a fast paced work environment.
  • Ability to be on-call and call-out.
  • Ability to properly operate heavy equipment.
  • Ability to work alone or in a team setting.
  • Familiarity with electromagnetic multi-frequency locating tools and Ground Penetrating Radar (GPR) is required.
  • Thorough knowledge of pipeline repair and installation.
  • Thorough knowledge of work place safety practices and procedures, to include but not limited to, lockout/tagout, trench safety and construction, sewer gas safety, etc.


  • Must possess a Valid Florida Class B CDL driver's license.
  • Must pass applicable pre-employment testing and background and credit checks.


This position may be required to report for work when a declaration of emergency has been declared in Polk County.
