POSITION FUNCTION:

Under the direction of the Utility Maintenance Supervisor, performs duties necessary to support the Maintenance Division by serving as a Water Distribution and/or Wastewater Collection Lead. Responsible for planning, coordinating and supervising the inspection, installation, maintenance, repair and/or modifying water pipelines, mains, flush boxes, meters and hydrants; and wastewater pipelines, mains and manholes.

ESSENTIAL DUTIES:

  1. Performs duties necessary to support the Maintenance Division by serving as a lead pipeline repair technician. Responsible for planning, coordinating and supervising the inspection, installation, maintenance, repair and/or modifying water pipelines, mains, wells, flush boxes, meters and hydrants; and wastewater pipelines, mains and manholes.
  2. Performs duties for installing, maintaining, repairing and/or modifying wastewater pipelines, mains, systems, and manholes. Duties include, but are not limited to, video inspection and recording of lines; line flushing; backflow testing and protection, and line installation, maintenance and repair.
  3. Performs duties to plan and implement preventative and routine maintenance schedules. Duties may include, but are not limited to, plan review, project management and site work inspections (e.g. underground water, wastewater, reuse, storm pipe lines, silt fence, lime rock, asphalt installations, etc.). Responsible for maintaining maintenance and inventory records, and inventory control.
  4. Performs heavy equipment operation in a safe and efficient manner. Responsible for line locates and fiber optic installation and location.
  5. Performs additional duties as assigned.

SKILLS/ABILITIES:

  • Required knowledge and experience is normally obtained through the completion of a curriculum resulting in either a High School Diploma or GED, and three (3) to five (5) year works related experience in Construction, Plumbing, Pipeline Repair and Maintenance or related field is required.
  • Water Distribution license and Wastewater Collections certification required within two (2) years of employment. Must show progress during this time period.
  • Must exhibit attention to detail, accuracy, and safety.
  • Must be able to communicate and present oneself in a professional manner.
  • Must be able to understand and comprehend technical instructions and manuals.
  • Ability to read, interpret and understand schematics, blue prints and mechanical drawings/renderings.
  • Ability to understand and follow written or verbal instructions and/or directions.
  • Ability to read, write and keep logbooks, inventory records, logbooks, purchase orders and work requests.
  • Ability to establish and maintain effective working and professional relationships with City employees and officials, and the general public.
  • Ability to work under high demands, short time constraints, and pressure of a fast paced work environment.
  • Ability to be on-call and call-out.
  • Ability to properly operate heavy equipment.
  • Thorough knowledge of pipeline repair and installation.
  • Thorough knowledge of work place safety practices and procedures, to include but not limited to, lockout/tagout, trench safety and construction, sewer gas safety, etc.

OTHER REQUIREMENTS:

  • Must obtain a Valid Florida Class B Commercial driver's license within one (1) year of employment. Must show progress during this time period.
  • Must pass applicable pre-employment testing and background and credit checks.

SPECIAL REQUIREMENT:

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
