POSITION FUNCTION:

Under the direction of the Utilities Maintenance Superintendent, performs duties necessary to support the Utilities Maintenance Division installing, maintaining, repairing and/or modifying water pipelines, mains, wells, flush boxes, meters and hydrants; and wastewater pipelines, mains and manholes.

ESSENTIAL DUTIES:

  1. Performs sanitary surveys, notifications, racking and Inspections for compliance on privately owned backflow devices for commercial customers within the City's service area. Also, Maintains, Inspects and Certifies approximately 116 of City owned backflows. Making repairs and backflow re-certifications as necessary.
  2. Performs duties necessary to support the Maintenance Division installing, maintaining, repairing and/or modifying wastewater pipelines, mains, systems, and manholes. Duties include, but are not limited to, video inspection and recording of lines; line flushing; backflow testing and protection, and line installation, maintenance and repair. Responsible for assisting with line locates. Document hydrant maintenance program, including flow testing, repair, painting, grounds and general maintenance.
  3. Performs heavy equipment operation in a safe and efficient manner. Document valve exercising program. Administer CMOM including mapping and television of gravity sewer lines. This position requires the employee to be on-call after hours for emergencies.
  4. Performs additional duties as assigned.

KNOWLEDGE/SKILLS/ABILITIES:

  • Required knowledge and experience is normally obtained through the completion of a curriculum resulting in either a High School Diploma or GED, and one (1) to three (3) year works related experience in Construction of underground utilities, Plumbing, Pipeline Repair and Maintenance or related field is required, including testing and clearance requirements; or an equivalent combination of education, training and experience.
  • Considerable knowledge of principles and practices related to the delivery of potable water supply through a community distribution system. Extensive knowledge of local state and federal requirements as they pertain to water distribution. Considerable knowledge of the operation characteristics and maintenance requirement of the equipment facilities within the Division. Must be physically capable to perform essential functions as required.
  • Water Distribution Operator license required.
  • Backflow Assembly Tester Certification and Backflow Assembly Repair Certifications required.
  • Must exhibit attention to detail, accuracy, and safety.
  • Must be able to communicate and present oneself in a professional manner.
  • Must be able to understand and comprehend technical instructions and manuals.
  • Must have computer skills with word processing and spreadsheets.
  • Ability to read, interpret and understand schematics, blue prints and mechanical drawings/renderings.
  • Ability to understand and follow written or verbal instructions and/or directions.
  • Ability to read, write and keep logbooks, inventory records, logbooks, purchase orders and work requests.
  • Ability to establish and maintain effective working and professional relationships with City employees and officials, and the general public.
  • Ability to work under high demands, short time constraints, and pressure of a fast paced work environment.
  • Ability to be on-call and call-out.
  • Ability to properly operate heavy equipment.
  • Thorough knowledge of pipeline repair and installation.
  • Thorough knowledge of work place safety practices and procedures, to include but not limited to, lockout/tagout, trench safety and construction, sewer gas safety, etc.

OTHER REQUIREMENTS:

  • Must pass applicable pre-employment testing and background and credit checks.
  • Must possess a Valid Florida Class B CDL driver license.

SPECIAL REQUIREMENT:

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
