Under the direction of the Utilities Maintenance Superintendent, performs duties necessary to support the Maintenance Division by providing quality assurance through plan reviews, inspection of work and materials for conformance to requirements. The inspector/reviewer acts as representative of the City and is expected to establish a professional business relationship with contractors, suppliers, vendors, other stakeholders, and City personnel.


  1. Responsible for performing skilled technical work in the plans reviews and inspection of water and sanitary sewer pipeline construction; assures that piping systems are constructed with approved materials and correct installation methods, procedures and established standards.
  2. Responsible for the completion of all activities in his area of assignment in accordance with the appropriate City specifications and the approval for construction drawings.
  3. Responsible for reviewing/approving construction drawings and the appropriate specifications in order to assure work is performed in accordance with requirements for City Utilities.
  4. Follows City procedures for handling plan reviews and inspections, applicable industry, City utility specifications and regulatory codes; understands City pipeline and site staking as well as locating and marking requirements for underground facilities.
  5. Responsible for verifying materials that meet City specifications, sequencing of work, plan inspections for upcoming activities, and contracting documents (agreement) as relates to duties on assigned project. Design changes or material substitutions are discussed with the Utilities Superintendent and require proper City approval.
  6. Responsible for keeping documentation accurate and up to date including: inspector's log book, inspection reports, detailed records, drawing make-ups for as-built records and non-conformances.
  7. Performs additional duties as assigned.


  • Required knowledge and experience is normally obtained through the completion of a curriculum resulting in either a High School Diploma or GED with two (2) years of demonstrated construction inspection experience in areas such as as-building, utility inspection, pressure testing, or a minimum of five (5) years of experience in water and sewer pipeline construction.
  • Supplemental Technical Education in the water and sewer pipeline construction industry is preferred.
  • Considerable knowledge of principles and practices related to the delivery of potable water supply through a community distribution system. Extensive knowledge of local state and federal requirements as they pertain to water distribution. Considerable knowledge of the operation characteristics and maintenance requirement of the equipment facilities within the Division. Must be physically capable to perform essential functions as required.
  • Must exhibit attention to detail, accuracy, and safety.
  • Must be able to communicate and present oneself in a professional manner.
  • Must be able to understand and comprehend technical instructions and manuals.
  • Must have computer skills with word processing and spreadsheets.
  • Ability to read and interpret sketches and engineering plans, make mathematical calculations and be able to deal courteously with builders and contractors.
  • Ability to understand and follow written or verbal instructions and/or directions.
  • Ability to read, write and keep logbooks, inventory records, purchase orders and work requests.
  • Ability to establish and maintain effective working and professional relationships with City employees and officials, and the general public.
  • Ability to work under high demands, short time constraints, and pressure of a fast paced work environment.
  • Ability to be on-call and call-out.
  • Ability to properly operate heavy equipment.
  • Ability to work alone or in a team setting.
  • Familiarity with electromagnetic multi-frequency locating tools and Ground Penetrating Radar (GPR) is required.
  • Thorough knowledge of pipeline repair and installation.
  • Thorough knowledge of work place safety practices and procedures, to include but not limited to, lockout/tagout, trench safety and construction, sewer gas safety, etc.


  • Must possess a Valid Florida Class B CDL driver's license.
  • Must pass applicable pre-employment testing and background and credit checks.


This position may be required to report for work when a declaration of emergency has been declared in Polk County.
