POSITION FUNCTION:

Under the direction of the Building Official, performs construction inspections on development projects in accordance with relevant State and local codes, standards, approved plans and manufacturer specifications and requirements. He or she plays an important role in ensuring the approved development is safe and meets the standards of the Florida Building Code and associated State Statutes.

ESSENTIAL DUTIES:

  1. Conducts field inspections in accordance with City procedures and the adopted codes and standards in licensed disciplines.
  2. Prepares written lists of violations and departures from approved plans and/or manufacturer specifications/requirements.
  3. Inspects mobile/manufactured structure installations for compliance with manufacturer's requirements and state guidelines as appropriate.
  4. Interprets and enforces the Florida Building Code and other relevant codes and ordinances.
  5. Effectively communicates with property owners and contractors about inspection findings.
  6. Enters inspection results and comments into the appropriate permitting and inspections software.
  7. Prepares daily route to inspection sites using traditional and web-based maps, as well as GPS technology.
  8. Regularly communicates with plans examiners, other City divisions and external agencies to provide coordinated responses to customers.
  9. Communicates with Supervisors about field inspections in which assistance is required.
  10. Posts stop-work orders, as directed, for unpermitted work.
  11. May be required to provide damage assessment assistance during times of emergencies.
  12. Performs additional duties as assigned.

BUILDING INSPECTOR I:

Required knowledge and experience is normally obtained through the completion of a curriculum resulting in either a High School Diploma or GED, and a minimum of (5) year's work related experience in construction, plumbing, electrical or related field are required.

Ability to obtain a provisional One and Two Family Dwelling Inspector license through the DBPR within ninety (90) days of hire and converted to a standard license within the time required by the DBPR in order
remain employed.

BUILDING INSPECTOR II:

Required knowledge and experience is normally obtained through the completion of a curriculum resulting in either a High School Diploma or GED. Must possess a standard license as a One- and Two-Family
Dwelling Inspector; failure to maintain mandatory license may be cause for termination.

BUILDING INSPECTOR III:

Required knowledge and experience is normally obtained through the completion of a curriculum resulting in either a High School Diploma or GED.

Must possess a standard license as a One-and Two-Family Dwelling Inspector and one of the following trades: Building, Commercial Electrical, Plumbing or Mechanical Inspector from the Florida Department of Business and Professional Regulation (DBPR); alternatively, a candidate must possess standard licenses in three of the following trades: Building, Commercial Electrical, Plumbing or Mechanical Inspector; failure to maintain mandatory licenses may be cause for termination

BUILDING IV:

Required knowledge and experience is normally obtained through the completion of a curriculum resulting in either a High School Diploma or GED. Must possess a standard Inspector's license in the following trades: Building, Commercial Electrical, Plumbing, and Mechanical from the Florida Department of Business and Professional Regulation (DBPR); failure to maintain mandatory licenses may be cause for termination.

KNOWLEDGE/SKILLS/ABILITIES:

  • Work requires the ability to read, interpret and understand Codes, construction plans and specifications.
  • Work requires substantial independent judgment and decision-making in the field.
  • Must possess excellent oral and written communication skills.
  • Should be competent in the use of Microsoft Excel, Word and Power Point software, and other work related software.
  • Ability to establish and maintain effective working relationships with City employees, other local government representatives, contractors, vendors and the general public is essential.
  • Ability to detect hazards and violations and recommend corrective action.
  • Ability to enforce regulations with consistency, tact and courtesy in both oral and written manner and/or methods.
  • Ability to exhibit professional demeanor.
  • Ability to visually inspect areas, travel to sites, and document inspections.
  • Working knowledge of the International Building Code, International Mechanical Code, International Plumbing Codes, International Residential Code, and the National Electrical Code.
  • Working knowledge of current construction methods, materials, tools and equipment.

OTHER REQUIREMENTS:

  • Must possess a Valid Florida Class E driver license.
  • Must pass applicable pre-employment testing and background and credit checks.

SPECIAL REQUIREMENT:

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
