POSITION FUNCTION:

Under the direction of the Chief of Police, assists in providing administrative direction and leadership for all Police Department operations, equipment, and personnel. Manages daily operations necessary to achieve exemplary services for the protection of life and property; prevention of crime; and maintenance and restoration of order through efficient and effective implementation of all law enforcement related services. The most important and essential job function of the position is attitude which includes the following: interacting positively and cooperating with co-workers, responding politely to customers, fostering a team atmosphere, and functioning under intense time pressure. The Chief of Police may perform other related duties and tasks, as required and shall have the physical, mental and emotional abilities to perform the essential job duties of the position.

ESSENTIAL DUTIES:

  1. Responsible for the daily management of all Department operations necessary to achieve exemplary services for the protection of life and property; prevention of crime; and maintenance and restoration of order through efficient and effective implementation of all law enforcement related services. Performs duties necessary to manage and direct Department personnel to achieve Department and organizational goals and objectives. Maintains sound knowledge of modern police administration principles and techniques. Administers member discipline in accordance with City and Department policies. Creates agency orders, programs, and procedures.
  2. Responsible for ensuring appropriate certifications and/or licenses are achieved and maintained by Department personnel. Duties include, but are not limited to, planning and directing activities to ensure on-going internal and/or external job related training and professional development of personnel to be in compliance with all applicable Federal, State, Occupational Health and Safety, and organizational policies, practices and standards.
  3. Extensive experience supervising Criminal Investigations.
  4. Responsible to perform duties necessary to identify Department efficiencies and deficiencies through staff inspections; the analyses of crime; emergency and non-emergency response services; coordinating and conducting performance reviews; identification and resolution of inefficiencies; the development and implementation of programs; and ensuring accreditation mandates are accomplished timely. Additional duties include direction and command of special and emergency operations.
  5. Responsible for budget forecasting, preparation and tracking of the Department budget, to include analyses and recommendations regarding operational, personnel, and equipment requirements in compliance with organizational policies, practices and standards. Seeks additional funding opportunities to supplement budgetary needs of the Department such as through grant applications. Procures goods and services in accordance with City policies and procedures.
  6. Responsible for setting and evaluating Department goals and objectives.
  7. Responsible for performing media and community relations duties in compliance with State law, and organizational policies, practices and standards. Reviews and responds to citizen compliments and complaints. Represents the Department.
  8. Performs additional duties as assigned, which may include field response related to critical and non-critical law enforcement services; public speaking; presentations to City Commission, attending community meetings; and directing research projects and special assignments. The candidate will attend and conduct staff meetings and serve on Department and community committees; performs Chief of Police duties and responsibilities in his absence.
  9. Performs additional duties as assigned.

KNOWLEDGE/SKILLS/ABILITIES:

  • Required knowledge is normally obtained through the completion of an advanced education from an accredited educational institution of higher learning resulting in a Master's degree. Major course work in Law Enforcement Administration, Criminal Justice and/or Behavioral sciences is preferred. A State of Florida, Basic Recruit Certificate of Compliance after completion of training in accordance with CJSTC or comparable out-of-state training is required. Graduation from the FBI National Academy, Southern police Institute or similar Police Executive Management School is preferred.
  • Required professional experience is normally obtained through extensive management experience within a law enforcement agency demonstrating a sound working knowledge of modern police administration principles and techniques. The candidate must have a solid foundation in the practices and principles of community policing within a multi-ethnic community structure.
  • The candidate must possess good oral and written communication skills. Duties include public speaking and presentations which require the ability to communicate and present one-self in a professional manner. Must have the ability to make sound decisions, problem solve, organize thoughts and reason logically.Requires the ability to read and write reports, memorandums, policies and procedures, prepare disciplinary documentation, press releases, accreditation reports, goals and objectives, and grant applications. The candidate must be able to implement best practices and policies affecting Department related activities, and be able to successfully work with confidential information.
  • Must be able to read and understand Federal Laws; Constitutional Laws; State of Florida Statutes; ADA and Civil Rights Laws; Case Law; City Ordinances; research, resource and supplemental materials; OSHA requirements; City policies and procedure manuals/materials; Department General Orders, Case Reporting Manual, Accreditation Standards Manuals, and NIMS/ICS issued materials, and Resistance/Control Continuum. Must be able to read and analyze crime data, with ability to apply timely and appropriate prevention strategies.
  • The candidate must be able to work under high demands, short time constraints, and the pressures of a fast paced work environment, meeting established timelines. Requires the ability to multi-task, communicate effectively, concentrate, comprehend and reason logically, organize thoughts, and analyze data. The candidate must maintain knowledge of established law enforcement practices, available resources, officer safety techniques and requires self-discipline, and tactical skills.
  • The candidate must be able to serve in a leadership role in the event of EOC activation, and/or other emergency operations requiring a law enforcement response. Required to know and understand job duties and responsibilities of subordinates. The candidate has knowledge of practical application of NIMS/ICS principles and tactics.
  • Must be able to establish and maintain effective working and professional relationships with City and other public employees, public officials, contractors, consultants, vendors, media, academy staff, Department members, and the general public. The candidate must be able to counsel/evaluate subordinates, communicate effectively, and to maintain discipline within the Department. Requires motivational, interpersonal, public relations, counseling, supervisory, practical application of management, leadership qualities, teaching, problem solving/stress management and self-discipline skills.
  • The candidate must have a good working knowledge of current events, community events, and available resources.
  • The candidate must be able to perform basic mathematical equations necessary to perform budget and procurement forecasting, analyses, recommendations, preparation and tracking.
  • Must be able to use a computer, keyboard, software such as Microsoft Office (e.g. Word, Excel, Power Point, etc.), audio/visual equipment; calculator, telephone, copier, facsimile or scanner, lethal and less lethal weapons, and field equipment.

OTHER REQUIREMENTS:

  • Must possess a valid Florida Class E driver's license and operate a motor vehicle
  • Must pass applicable post offer pre-employment testing and background and credit check selection process requirements.

SPECIAL REQUIREMENTS:

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
